Iowa FAFSA Completion Initiative
The importance of completing the Free Application for Federal Student Aid (FAFSA) is seen in the strong correlation between FAFSA completion and college enrollment as well as in its necessity for students to receive financial aid. For many students, especially those from low-income backgrounds, completing a FAFSA is a critical step in making the dream of college a reality.
Through the Iowa FAFSA Completion Initiative, Iowa College Aid works with school districts, high schools, local education agencies, TRIO programs and other designated entities across the state to help identify those students who have not completed a FASFA. Participants can use this valuable information to provide FAFSA completion assistance to those who need it most. The benefits of the Initiative are threefold: help your students get to college, increase your school’s FAFSA Completion Rate and help Iowa reach Goal 2025.

Participation is by high school or district for those with multiple high schools. High school principals or district superintendents enter into the Iowa FAFSA Completion Data Sharing Agreement with Iowa College Aid and designate employees to serve as Data Custodians with access the student-specific FAFSA data.
For local education agencies, TRIO programs or other designated entities, program or agency directors enter into the FAFSA Completion Data Sharing Agreement with Iowa College Aid and designate employees to serve as Data Custodians with access the student-specific FAFSA data. They also complete a designated entity certification form.
FAFSA Completion Login
Access to student-specific FAFSA completion data is restricted to districts, high schools and designated entities who participate in the Iowa FAFSA Completion Initiative. Select Register from the above section for registration instructions.
To protect student privacy, the FAFSA completion information is available beginning in early October, when FAFSA information first becomes available, through June 30, when the seniors have graduated and the high school's extablished relationship with the student has ended, as defined on page five of the Data Sharing Agreement.
Iowa College Aid Processing System (ICAPS): ICAPS is Iowa College Aid's automated processing system for the FAFSA Completion Initiative. Iowa College Aid assigns all data custodians with individual user names and passwords.
