Postsecondary Registration

Postsecondary schools that wish to operate or advertise in the state of Iowa, must first be approved by, and registered with the Iowa College Student Aid Commission.  Those who have previously registered, will recall that the Iowa registration law was administered by the Secretary of State, with postsecondary approvals administered by the College Student Aid Commission.  Beginning July 1, 2009, the duties of the Secretary of State for postsecondary registrations have been transferred to the Iowa College Student Aid Commission.

The changes affect schools that have registered, or plan to register, or plan to renew under Iowa Code Chapter 261B or Chapter 714, Sections 714.17 through 714.25.

Beginning July 1, the basic process for postsecondary registration under Iowa Code Chapter 261B is as follows:

  1. Receive approval from all State of Iowa, agencies with authority over programs to be offered by the school,
  2. Obtain a Certificate of Authority from the Secretary of State,
  3. Obtain approval of the Iowa College Student Aid Commission, and
  4. Be registered with the Iowa College Student Aid Commission.
