Executive Order 10 (EO10) requires all state agencies to identify which administrative rule chapters will be retained or rescinded. The Iowa Department of Education (Department) and its aligned state agencies have the following deadlines to complete their work under EO10:

  • Iowa Department of Education - Dec. 31, 2023
  • Iowa Board of Educational Examiners - Dec. 31, 2024.
  • Iowa College Aid - Dec. 31, 2025.
  • School Budget Review Committee - Dec. 31, 2026

EO10's process for reviewing existing rule chapters and determining which rules will be repealed or retained includes public engagement with the opportunity for meaningful input throughout the process.

Opportunities for public input and information for public review during the implementation of EO10 will be posted to this webpage as it becomes available.

Red Tape Reviews

Red Tape Reviews are the Department's analysis for rules chapters.  Documents explain the analysis, including rules and restrictive terms that are eliminated and contains a proposed new rule chapter. Additional changes may be made to each proposed rule chapter as part of the Regulatory Analysis required by Executive Order 10, or as part of the rulemaking process.

Regulatory Analysis - Public Hearings

After the Department completes its Red Tape Review of each of its rules chapters, it is required to prepare a regulatory analysis for each rule chapter and seek public comment.

Individuals are welcome to give public comment on any or all of those rules chapters.

The Iowa Department of Education's Bureau of Iowa College Aid held a public hearing at the Iowa College Aid office at 475 SW Fifth St, Suite D, Des Moines, IA 50309 on Oct. 25 and Oct. 26 at 4 p.m. regarding the administrative rules on uniform policies for both the Future Ready Iowa Grant and the Workforce Grant and Incentive Program.
